In 2013, I completed the Integrated Master in Environmental Engineering, Management Profile and Environmental Systems at FCT-UNL. In my master’s thesis I analyzed the influence that territorial structure and mobility options have on the energy performance of municipalities.

That same year, I started working in the Department of Environmental Science and Engineering of FCT-UNL in processes of construction of collective knowledge, participatory methodologies and environmental awareness and education, integrating teams of national and international projects.

With this experience I have acquired skills in organizing and facilitating events (exhibitions, seminars, conferences, participatory workshops), design of educational activities, awareness campaigns and dissemination and communication materials, preparation of technical reports, preparation of applications for national and European funding. and project management.

Most recently I worked at Mediatedomain, Lda., An SME that specializes in environmental mediation and conflict management, consensus building and collaborative solutions, and the design and facilitation of interactive participation and strategic planning processes, where my main role was managing a European project aimed at involving citizens and various other European actors in redefining the European Research and Innovation agenda.

With my work I want to contribute to building a sustainable and inclusive present and future, and I believe that the integration of knowledge and the design and professional conduct of participation processes are essential for sustaining better decisions.

PhD in Civil Engineering (2010), MSc in Structures of Civil Engineering (2007), and Licentiate in Civil Engineering (2004). Eloi started teaching in 2010 at the Catholic University of Portugal and is, currently, Associate Professor at the Faculty of Engineering of the Lusófona University in Lisbon (Portugal). He is integrated member of Construct – Institute of R&D in Structures and Construction. He also collaborate with DREAMS – Centre for Interdisciplinary Development and Research on Environment, Applied Management and Space and Laboratório Experimental de Arquitetura e Urbanismo (LEAU). He is also consultant in the field of monitoring and management of bridges. Eloi has dedicated his academic career teaching courses in the field of static and dynamic structural analysis, soil mechanics, foundation engineering design, seismic engineering, as well as design of reinforced and prestressed concrete structures. In terms of scientific research, he has worked mainly on Structural Health Monitoring (SHM) and management of bridges, especially on vibration-based structural identification and damage identification based on finite element modeling and machine learning techniques. In terms of scientific publications, in 10 years, he has over 60 publications on SHM through books, book chapters, peer-reviewed journals, conference proceedings, and dissertations. He was also invited, for several occasions, to be speaker in conferences, seminars, and international meetings. The scientific research has been done in collaboration with several institutions, namely the Los Alamos National Laboratory (USA), the University of California in San Diego (USA), the University of Sheffield (UK), the Universidad Politécnica de Madrid (Spain), the Federal University of Pará (Brazil), the Instituto Superior Técnico (Portugal), and the National Laboratory of Civil Engineering (Portugal).
