PhD in Electrical and Computer Engineering (FEUP, 1991), academic, professor and researcher at the Faculty of Engineering of the University of Porto (since 1981) and at the Lusófona University of Porto (since 1993). His scientific interests and work are centered on Energy Systems, Electric Machines and on all issues of Civil Protection and Safety.

Throughout his career he has assumed multiple roles in the academic management of the institutions in which he collaborates, especially those of faculty director, course director and scientific advisor. Anticipating the needs of one new sector of activity in Portugal, he has designed and developed pioneering courses directed to Portuguese Civil Protection, namely the Degree in Civil Protection Engineering and the Civil Protection Master Degree, approved by the Portuguese agency A3ES in 2010 and 2017, which were the first courses in the University level in Portugal.

For more than 15 years, he is promoting regular initiatives on dissemination of knowledge and technical and scientific reflection on Civil Protection and Security issues from Lusófona University of Porto, in partnership with municipalities and several institutions and personalities representative of the sector.

In 2013 he founded at Lusófona University of Porto and is the coordinator of the Civil Protection and Risk Analysis Group Portugal (RAGroup Portugal), a group of experts for studies, research and other technical and scientific services to community in the areas of Environment, Spatial Planning, Evaluation and Risk Management and all the themes of Civil Protection.

Born April 25, 1957, is married, lives in Gondomar and has two children.
